SUVA, FIJI – The 23rd Melanesian Spearhead Group (MSG) Leaders Pre-Summit Foreign Ministers Meeting (FMM) concluded in Suva, Fiji on Friday reaffirming steadfast commitment to regional solidarity, against the backdrop of an unstable international geopolitical situation, and critical threats such as Climate Change, IUU fishing, economic crisis, increasing incidences of NCD and armed conflicts.
Members agreed to strengthen and uphold the Melanesian Spirit of Cooperation and mutual respect, including deep acknowledgement for Vanuatu as outgoing MSG Chair, and unwavering support for Fiji as it prepares to take up its role as Chair of the MSG.
FMM Chair and Minister for Foreign Affairs, International Cooperation and External Trade of Vanuatu, Hon. Marc Arti, MP, in welcoming delegates and acknowledging Fiji’s hospitality, said their gathering demonstrated yet again “our shared visions and values for Melanesian Solidarity and the recognition of our collective efforts to strengthen the fabric that binds us together”.
Acting Director General, Ilan Kiloe stated that, “As we proceed with today’s agenda, let us do so with a renewed sense of urgency and unity.
“Let us reaffirm our commitment to regional cooperation, to institutional strengthening, and to delivering tangible outcomes for our communities.
“Above all, let us be guided by the enduring Melanesian values of respect, dialogue, and collective responsibility. These values are not only the foundation of our cooperation—they are the compass by which we chart our course forward,” ADG Kiloe added.
Fiji, who was represented by Special Envoy Ratu Inoke Kubuabola, continued advocacy for the Pacific as an ‘Ocean of Peace,’ emphasizing that the initiative aims to anchor the region’s identity in peace, stability, and shared stewardship.
Permanent Secretary for External Relations of the FLNKS, Mickael Forrest, commended Vanuatu on their chairing role of the MSG, and their leadership of the ICJ Advisory Opinion initiative, on the responsibility of states.
He further acknowledged the MSG as a ‘beacon and source of support’ to the FLNKS, since May 13 2024, and for raising the legitimacy of the Third Referendum – something that was supported by diplomatic missions of MSG countries.
The Secretary of the Department of Foreign Affairs of PNG, Mr Elias Wohengu, deputizing on behalf of Minister of Foreign Affairs of PNG Hon. Justin Tktachenko, emphasized that PNG’s agenda is cross- cutting, addressing both regional priorities and global issues, expressing a desire to see improvement in the MSG Secretariat.
Solomon Islands Minister for Foreign Affairs and External Trade, the Honourable Peter Shanel Agovaka reminded the forum to closely adhere to international law and establish international practice to enhance accountability and cohesion within the MSG Secretariat.
Vanuatu’s Director General of the Office of the Prime Minister, George Maniuri, reminded the membership of the collective responsibility to advocate for self-determination and reaffirmed that efforts must be firmly rooted in meaningful dialogue, guided by adherence to international law, and driven by an unwavering dedication to peace, dignity, and justice for all.
Vanuatu also conveyed utmost appreciation to the former Director General Leonard Louma, OBE, for his visionary leadership and steadfast dedication that have contributed to shaping our shared progress and achievements.
Indonesia highlighted its desire to play a more proactive and constructive role within the MSG, especially through development partnerships that focus on infrastructure, capacity building, climate resilience, and human capital development.
The outcomes of the Foreign Ministers Meeting (FMM) presented to it by the Senior Officials Meeting (SOM), will be presented to the MSG Leaders’ Summit for endorsement on Monday 23rd June 2025.
