He is next due to appear in the Napier District Court on February 25.
“Police would like to hear from anyone who may have witnessed the incident on the wharf area on West Quay between 12.30 and 1.30am Sunday,” Kemsley said.
“We would also like to hear from anyone who might have footage available.
