Fiji Revenue and Customs Service (FRCS) Chief Executive Officer Udit Singh has raised serious concerns about the infiltration of criminal elements into key organisations across the country.
Speaking before the Standing Committee on Foreign Affairs and Defence during submissions on the FRCS 2022–2023 Annual Report yesterday, Mr. Singh said integrity breaches remain one of the agency’s biggest threats.
“Chair, this is an integrity issue. We’re working very closely with the police in terms of integrity,” he said.
He confirmed that one integrity-related case involving an FRCS staff member is currently before the courts.
“The matter is before the courts at the moment. The person involved was of very high standing and a very experienced member of our staff.”
He added that the issue is not isolated to FRCS alone.
“We are at the mercy of gangs at the moment — a lot of our organisations have been infiltrated — and we are working very closely with the enforcement heads to try and counter this issue.”
To strengthen internal controls, he said FRCS has adopted measures such as staff rotation, shared case management, and stricter confidentiality protocols.
“Our message on the ground is that we’re rotating staff and ensuring that no one works alone on cases. We’ve put in place systems to ensure that information is distributed across teams, making it harder for individuals to be compromised,” he explained.
